- the Senior officer (SEO) of an enterprise or organization; or
- an individual authorized by that enterprise or organization.
An
enterprise or organization can have
only one Collective space. Therefore, before creating a Collective space for an enterprise or
organization, we suggest that you verify if they already have one. To do so,
simply go to your Professional space and use the search tool accessible by
clicking on "Je veux rechercher un Espace collectif” (I want to search for
a Collective space).
- go to the Actions section of your Professional space. (This
section is sometimes indicated by the “…” icon in the upper right corner of the
page.)click on “Je veux créer un Espace collectif” (I want to
create a Collective space).
- provide the following information:
· the identification of your enterprise or organization;
· the identification of the Senior officer (SEO) and of an
administrator (ADM);
· certain information about your enterprise or organization;
· if applicable:
· details regarding the members of your group, association or coalition;
· the adresses of the other establishments or places of business
of the enterprise or organization;
· the list of websites or corporate accounts associated with
the enterprise or organization.
If you are not the SEO of an enterprise or organization,
you can create a Collective space if you
are authorized to do so by the enterprise or organization.
By selecting "Je suis autorisé à
créer l’Espace collectif” (I am authorized to create the Collective space), you
declare that you are authorized by the enterprise or organization to create its
Collective space in Carrefour Lobby Québec. You will be given the role of
ADM by default. However, this role must be confirmed by
the
SEO of the enterprise or organization. You must therefore identify the SEO and enter their email address so that an invitation to
validate the creation of the Collective space and to confirm your role as ADM
is sent to them.
Under the Act or for administrative purposes, you are
required to provide certain information about the enterprise or organization:
- its
name and address;
- a summary of its activities.
The name you must provide has to be the official name
of the enterprise or organization. If the enterprise is registered with the
REQ, the official name is the one indicated in the "Identification de
l’entreprise” (Identification of the enterprise) section of its declaration of
registration.
If, however, the official name of the enterprise or
organization indicated in the REQ is in a language other than French, you must
indicate the French version of this name that the enterprise or organization
uses and under which it identifies itself in the course of its activities in
Québec. The French version of the name is generally indicated in the "Autres
noms utilisés au Québec” (Other names used in Québec) section of the
declaration of registration of the enterprise or organization.
Optionally, you can also add up to three other names
under which the enterprise or organization is identified in Québec. These names
are generally used to designate an enterprise or organization other than under
its official name (e.g.: numbered company).
The names added to this section will be made public in
the published mandates and in the Enterprise or Organization File, as soon as a
mandate is published from this Collective space.
Group, association or coalition
If your enterprise or organization is
a group, an association or a coalition, add all the information that will
clearly identify its members by clicking on " Ajouter
une description ou un membre” (Add a description or a member). If it is not
possible to provide this description, identify each member individually.
Example: If a coalition is made up of all the merchants on a
street, you can indicate that the members of the coalition include the
merchants on that street. However, if only some of the merchants on that street
are in the coalition and there is no wording that specifically identifies them,
you must identify each member of the coalition.
Other establishments or places of
business
Certain enterprises or organizations
conduct their activities from other establishments or places of business than
the domicile of the enterprise or organization.
You may add the addresses of
establishments or places of business other than the enterprise's or
organization's domicile from which lobbying activities may be carried out.
However, this addition is optional.
When drafting a mandate from the
Collective space, it will be possible to specify, for each of the lobbyists
attached to it, the address from which their lobbying activities are carried
out.
Only the addresses listed in a published mandate will be made public
in a mandate and in the enterprise and organization File.
List of associated websites or
corporate accounts
If your enterprise or organization
has a website or social media profiles (LinkedIn, Facebook, etc.), you must add
their web addresses in this section. This information can be used for the
validation of the creation of your Collective space by Lobbyisme Québec.
This information is by default non-public. Only Lobbyisme
Québec has access to it for administrative purposes and to enforce the Act.
If you want the list of websites or
corporate accounts to be public on the Enterprise or Organization File:
- In the "Actions" column of your Professional space,
click on the pencil icon;
- check the box "Site
Web ou compte corporatif public (Fiche d’entreprise ou d’organisation)” (Website
or public corporate account (enterprise or organization File)).
This option is also
possible when adding a new website or corporate account.
Validation of the Collective space
While waiting for these validations, a member of the
Collective space may, if their roles so allow:
Once the Collective space is validated by Lobbyisme Québec and
by the SEO, the functionalities
related to the disclosure of lobbying activities are activated.
